Winfield Courier - “The Arkansas City Public Library is celebrating its 100th year of operation, but you’re the one getting a gift. Starting Jan. 1, the library is getting rid overdue fines. Items checked out from the library will no longer accrue overdue fines, and all past overdue fines will be forgiven.”
