Virginia Beach libraries to change policies after books thrown in dumpster

WKTR – “Hundreds of books from the Kempsville Library were thrown out in the garbage, getting ruined by the rain. The director of the Virginia Beach libraries, Marcy Sims says the books were damaged and could not be re-used.”
