The Library of Congress (and many other libraries and cultural institutions around the world) have been archiving more selective collections to get deeper into some themes or event-based topics (election, Sept 11, legal blogs, for instance) - Internet Archive collects broadly; our curated collections are a bit more deep and focused on particular topics. More info about our projects here: http://www.loc.gov/webcapture/ (we work closely with IA though!)
