I don’t think that the complaints are resistance to the “library’s efforts to modernize”, but rather the standard of collection development. This debate is really quite old, stretching back to the great debates of Open- versus Closed-Stacks in the 19th and early 20th centuries. The issues listed in the article are less about modernization and more about taste (“Jackass2″, Slamson, purple walls, etc.). The only “modern” technology mentioned in disdain as TV, and we should remember that not all television is bad. Many quality programs for children and adults have been developed. Again, its a matter of taste.
