The Next Generation of Open Tagging Systems?

Take a look at Wists. It has the basics: tag a page via a bookmarklet and it will find a picture that is associated with it. But check out what can be found on the help page:

“Advanced tagging: Wists allows you to create groups of tags, called ‘themes’, in order to manage large numbers of tags better. For example: to bookmark a Sushi Restaurant in New York you could enter: Restaurant location=ny type=sushi. You can invent as many themes as you like.)”

Could this be the next generation of open tagging systems? By allowing “themes”, the tags can be more precise yet less flexible. Could this be the “middle of the road” that will make librarians (more structured in their classifications) and open tagging zealots satisfied?
